NOTICE OF FUNDING AVAILABILITY
Program Years: 2026–2028
Workforce Innovation and Opportunity Act, Title II Adult Education & Family Literacy Act (WIOA)
The State Agency for Adult Education and Family Literacy (Guam Community College (GCC) is anticipating the announcement of the availability of Federal (education) funds for the implementation of:
• Adult Education and Family Literacy programs as described in the Guam Combined State Plan for the Territory of Guam (Adult Education and Family Literacy Act Program State Plan for the Territory of Guam, Program Year 2026-2028) of the Workforce Innovation and Opportunity Act (WIOA) [CFDA 84.002A], as amended.
The State Agency Office (GCC, Planning & Development Office) is inviting eligible providers, as defined below, to submit applications following the "Guide for Writing a Grant Proposal".
An eligible provider [§203(5)] is a) a local education agency; b) a community-based organization or faith-based organization; c) a volunteer organization; d) a literacy organization; e) an institution of higher education; f) a public or private nonprofit agency; g) a library; h) a public housing authority; i) a nonprofit institution that is not described above and can provide adult education and literacy activities to eligible individuals; j) a consortium or coalition of the agencies, organizations, institutions, libraries, or authorities described above; k) a partnership between an employer and an entity; or l) other having demonstrated effectiveness in providing adult education and literacy activities.
The State Agency Office will conduct a mandatory Technical Assistance Workshop for eligible providers. The first will be held on January 30, 2026, at 1:30 PM, and repeated on February 06, 2026, at 1:30 PM. All sessions will be held at GCC's Mangilao campus in the Student Services & Administration Building (Building 2000) in the SSA Conference Room. Please call Missy Ngiraklang at extension 5523 for reservations or if you should require special accommodations.
RFP packets are available at the Planning & Development Office, Room 2209, SSA Building, beginning January 12, 2026. The deadline for submission of the application is March 27, 2026, at 5:00 PM to the State Agency Office. The application is subject to an evaluation and the availability of Federal Funds.
